Kanshi Ram (March 15, 1934 – October 9, 2006) was an Indian politician. He founded the Bahujan Samaj Party (BSP), a political party with the stated goal of serving the traditionally lower castes of Indian society (that historically also included untouchables). He transferred the BSP's leadership to Mayawati. His leadership brought the party to power in India's most populous state, Uttar Pradesh in 1995, at that point Mayawati became the state's Chief Minister.

Early life

“Kanshi Ram was born to Bishan Kaur and Hari Singh, of Dalit/Ravidasi/Chamar[1] Sikh background, at Khawaspur village in Ropar district of Punjab. “

He completed his Bachelor's degree in Science (B.Sc) from the Government College at Ropar affiliated to The Punjab University.[citation needed]


“Kanshi Kanshi Ram joined the offices of the High Energy Materials Research Laboratory (HEMRL), then became part of the Defence Research and Development Organisation (DRDO), in Pune. “

During his tenure in the DRDO in 1965 he joined the agitation started by Scheduled Caste Employees of Government of India to prevent the abolition of a holiday commemorating B.R. Ambedkar's birthday.

Political career

“KanshiIn 1978 he formed the, BAMCEF-Backward(SC/ST & OBC) and Minority Community Employees Federation. The BAMCEF was purely non political,Non Religious & Non Agitional organisation. Later on he formed another Social organisation known as DS4. He started his attempt of unifying the Dalit vote bank in 1981 and by 1984 he founded the Bahujan Samaj Party. The BSP found success in Uttar Pradesh but struggled to bridge the divide between Dalits and Other Backward classes[2] “

He represented the 11th Lok Sabha from Hoshiarpur Constituency, Kanshiram was also elected as member of Lok Sabha from Etawah in Uttar Pradesh . In 2001 he publicly announced Kumari Mayawati as his successor


“KanshiIn He was already a diabetic and he suffered from a heart attack in 1994 followed by the formation of a clot in the brain artery in 1995. He has suffered a brain stroke in 2003.[3] From around 2004 or so, Kanshi Ram stopped appearing publicly as he was suffering from various health problems. He convalesced at the home of Mayawati. “

On October 9, 2006, he died of a severe heart attack in New Delhi. Ram, who suffered from multiple ailments such as stroke, diabetes and hypertension, was virtually bed-ridden for more than two years.

According to his wish,[4] last ritual were performed as per buddhist tradition, the pyre of Kanshi Ram was lit by his soul heir Kumari Mayawati.[3] His ashes were placed in Urn and kept at Prerna Sthal, with huge procession accompanied by lakhs of supports.,[5][6]

The Government

of India under National Education Policy of 1986 (as updated in 1992) and the Programme of Action 1992 reaffirm national commitment to universalisation of elementary education (means education upto class eighth). Para 5.12 of NPE resolves that free and compulsory education of satisfactory quality should be provided to all children upto 14 years of age before we enter the 21st century.

Keeping above in view, a World Bank assisted project called Basic Education Project had been undertaken in 1993, for expansion of quality basic education in the state. For smooth running of this project, a society "Uttar Pradesh Sabhee Ke Liye Shiksha Pariyojana Parishad (U.P. Education for all Project Board) has been established on 17 May, 1993 under Societies Registration Act of 1860. It s objectives are :-

The Parishad shall act as an autonomous and independent body for implementation of the Uttar Pradesh Education For All Project (Hereinafter referred to as "the Project") as outlined in the Project Document published by the Government of Uttar Pradesh and its revised version that may be prepared on the basis of review from time to time. The activities of the Parishad will be concentrated in selected districts, but may extend to the whole State of U.P. in respect of selected and sponsored projects. The Parishad has been established to function as a societal mission for bringing about a fundamental change in the basic education system, and through it in the overall socio-cultural situation. The following specific objectives of the Project would be pursued by the Parishad :

  • Universalisation of Primary Education, viewed as a composite programme of (i) access to primary education for all children up to 14 years of age; (ii) universal participation till they complete the primary stage through formal or non-formal education programmes; and (iii) universal achievement atleast of the minimum levels of learning.
  • Provision of continuing education and skill development programmes for youth.
  • Making suggestions for greater gender equality in education and female empowerment.
  • Making necessary intervention to provide equal educational opportunity to children belonging to the Scheduled Castes, Scheduled Tribes and the poorest sections of society.
  • Laying special emphasis on all educational activities on culture and communication; science and environment and inculcation of a sense of social justice.

Basic Education Project started in 1993 covered 17 districts. The project was completed in 2000. The District Primary Education Programme-II was started in 1997 in 22 districts of the state which ended in 2003. Moreover, DPEP-III was started in 32 districts of the state in 2000 and has ended on 31 March, 2006.
Janshala project was implemented in district Lucknow during 2000-2003.

Sarva Shiksha Abhiyan was started in the state in 16 districts in 2001-2002 and now covers all 70 districts of the state.
